Comrade Huang Zuyan, Deputy Director of the Political Department of the Shandong Military Area, was assassinated by the counter-revolutionary Wang Jumin at a meeting on the 13th of March. This is an assassination of a high-ranking cadre of our Party by counter-revolutionaries hidden within the Party. Wang Jumin was the Deputy Section Chief of the Propaganda Section of the Political Department of the Shandong Military Area. He sneaked into our Party in 1941. His family were local tyrants. He was beaten up during the Land Reform Movement. Wang committed suicide on the spot after committing the crime. According to the Shandong Sub-Bureau and Military Area, this incident was apparently an act of retaliation by the counter-revolutionaries, because our Party and the People's Government have been engaged in the resolute suppression of the counter-revolution. We hereby inform you that we must pay attention to the following points:

Strictly guard against counter-revolutionary retaliation. It should be affirmed that counter-revolutionary reprisals are inevitable, and preventive measures must be taken in advance and must not be neglected. In addition to strengthening security, the most important thing is to take active measures to break up counter-revolutionary organizations, eliminate nests of counter-revolutionaries, and resolutely and quickly execute all counter-revolutionaries who should be executed, so that the counter-revolutionaries are caught off guard and unable to retaliate.

We must realize that a small number of counter-revolutionaries have infiltrated the Party, the government, and the army, and we must not think that everything is peaceful. We should start paying attention to this issue now, examine suspicious elements, and gather evidence. In bodies above the prefectural, special, divisional, municipal, and district levels, special attention should be paid to the investigation of such suspicious elements. Once evidence is available, appropriate measures should be taken. It is of utmost importance to ensure the purity and safety of leading bodies at all levels of the Party, government, and army, and to never be indecisive or tolerate traitors.
