Liu Qingshan, the former Secretary of the Tianjin Prefectural Party Committee, and Zhang Zishan, the current Secretary, are both major corrupt elements. They have been discovered by the North China Bureau, which has started to deal with them. We believe that the policy of the North China Bureau is correct. This incident should serve as a warning to the Central Committee, its bureaus and sub-bureaus, and the provincial and municipal Party committees. Particular attention must be paid to the fact that the corrosion of cadres by the bourgeoisie results in serious cases of corruption. Be sure to detect, expose, and punish those involved and to take this as a major struggle.
